Compliance Corner: 2025 Changes to State Minimum Wage

The federal minimum wage has remained unchanged since 2009. On the state, city and county level, however, things are moving quickly. A record number of jurisdictions will increase their minimum wage rates in 2025.

Here are the increases known as of January 1, 2025, as well as the dates of expected annual rate adjustments that have not yet been published.

January 1, 2025 Minimum Wage Changes by State

  • Alaska: $11.91/hr. (increasing again on July 1, 2025)

  • Arizona: $14.70/hr.

  • California: $16.50/hr.

  • Colorado: $14.81/hr.

  • Connecticut: $16.35/hr.

  • Delaware: $15.00/hr.

  • Illinois: $15.00/hr.

  • Maine: $14.65/hr.

  • Michigan: $10.56/hr. (increasing again on February 21, 2025)

  • Minnesota: $11.13/hr.

  • Missouri: $13.75/hr.

  • Montana: $10.55/hr.

  • Nebraska: $13.50/hr.

  • New Jersey: $15.49/hr. for most employers ($14.53 for seasonal employers or those with less than 6 employees)

  • New York (remainder of state): $15.50

  • Ohio (gross receipts $394,000 or more): $10.70/hr.

  • Rhode Island: $15.00/hr.

  • South Dakota: $11.50/hr.

  • Vermont: $14.01/hr.

  • Virginia: $12.41/hr.

  • Washington: $16.66 for workers 16 and older

  • Tucson, AZ: $15.00/hr.

  • Belmont, CA: $18.30/hr.

  • Burlingame, CA: $17.43/hr.

  • Cupertino, CA: $18.20/hr.

  • Daly City, CA: $17.07/hr.

  • East Palo Alto, CA: $17.45/hr.

  • El Cerrito, CA: $18.34/hr.

  • Foster City, CA: $17.40/hr.

  • Half Moon Bay, CA: $17.47/hr.

  • Hayward, CA: $17.36/hr. (26 or more employees; $16.50/hr. for 25 or fewer employees)

  • Los Altos, CA: $18.20/hr.

  • Menlo Park, CA: $17.10/hr.

  • Mountain View, CA: $19.20/hr.

  • Novato, CA: $17.27/hr. for 100 or more employees; $17.00/hr. for 26-99 employees; $16.42/hr. for 25 or fewer employees)

  • Oakland, CA: $16.89/hr. for non-hotel employees ($18.36/hr. for hotel workers with health benefits; $24.48/hr. for hotel workers without health benefits)

  • Palo Alto, CA: $18.20/hr.

  • Petaluma, CA: $17.97/hr.

  • Redwood City, CA: $18.20/hr.

  • Richmond, CA: $17.77/hr. ($16.50/hr. if employer pays at least $1.50/hr. towards medical benefits)

  • San Carlos, CA: $17.32/hr.

  • San Diego, CA: $17.25/hr.

  • San Jose, CA: $17.95/hr.

  • San Mateo City, CA: $17.95/hr.

  • San Mateo County, CA (unincorporated areas): $17.46/hr.

  • Santa Clara, CA: $18.20/hr.

  • Santa Rosa, CA: $17.87/hr.

  • Sonoma, CA: $18.02/hr. for those with 26 or more employees; $16.96/hr. for 25 or fewer employees)

  • South San Francisco, CA: $17.70/hr.

  • Sunnyvale, CA: $19.00/hr.

  • West Hollywood, CA (non-hotel workers): $19.65/hr. ($19.61 for hotel employees)

  • Boulder, CO City: $15.57/hr.

  • Boulder, CO County (unincorporated areas): $16.57/hr.

  • Denver, CO: $18.81/hr.

  • Edgewater, CO: $16.52/hr.

  • Cook County, IL: $15.00/hr.

  • Portland, ME: $15.50/hr.

  • Rockland, ME: $15.50/hr.

  • Howard County, MD: $16.00/hr. for businesses with 15 or more employees; $14.75/hr. for fewer than 15 employees)

  • Minneapolis, MN: $15.97/hr.

  • St. Paul, MN (large employers): $15.97/hr. ($14.00/hr. for employers with 6-100 employees; $12.25 for 5 or fewer employees)

  • Albuquerque, NM (but higher state min wage supersedes it): $12.00/hr.

  • Las Cruces, NM: $12.65/hr.

  • New York City, Long Island & Westchester (Nassau, Suffolk and Westchester counties): $16.50/hr.

  • Bellingham, WA: $17.66/hr. (increasing again on May 1, 2025)

  • Burien, WA: $21.16/hr. for Level 1 employers

  • Renton, WA: $20.90 for large employers; $18.90 for 15-500 employees or over $2 mil in annual gross revenue in Renton (increasing again on July 1, 2025)

  • King County, WA (unincorporated areas): $20.29/hr. for over 500 employees; $18.29/hr. for more than 15 employees but fewer than 500; $18.29/hr. for 15 or fewer employees and annual gross revenue of $2 mil or more; $17.29/hr. for 15 or fewer employees and annual gross review of less than $2 mil

  • Seattle, WA: $20.76/hr.

  • SeaTac, WA: $20.17/hr. for employers in the hospitality and transportation industries

  • Tukwila, WA: $21.10/hr. for large employers; $20.10/hr. for mid-size employers

March 1, 2025 Minimum Wage Changes by Locality

  • Santa Fe County, NM: TBD adjusted annually in March

May 1, 2025 Minimum Wage Changes by Locality
